Child Development

Many initiatives were taken for the betterment of child development under the leadership of CM Pema Khandu in the past 6 years, such as the PM Cares for Children Scheme which is being implemented in the state for the rehabilitation of COVID orphaned children. There is a Juvenile Justice Board & Child Welfare Committee constituted in all 25 districts and one in the Capital Complex, Itanagar. Pasighat, East Siang district, has one juvenile observation and one special home. In the state, there are 12 registered child care institutions serving 177 children. Arunachal Pradesh Juvenile Justice Care and Protection of Children Rules, 2020; Arunachal Pradesh Guidelines for After-Care Programme 2020; and Arunachal Pradesh Guidelines for Child Sponsorship 2021 are also included by the Hon’ble CM.

Empowering Women

The government of Arunachal Pradesh, under the leadership of the Hon’ble CM Shri Pema Khandu, is working effectively to uplift and empower the women in the state through various schemes. such as the Arunachal Pradesh Terms & Conditions of Services of Anganwadi Workers & Helpers, their Role & Responsibility Guidelines, 2019. Uplifting the Angandwadi Workers, the monthly honorarium of 6,225 Anganwadi Workers and 6,225 Helpers has also been enhanced from 1500 to 2000. One destitute home-cum-working women's hostel at Chimpu was also sanctioned and is under construction. To encourage every woman of the state, the Felicitation of Women Achiever Awards scheme was also introduced by the Hon’ble CM.

Civil Aviation

Civil aviation has got a big boost in Arunachal Pradesh under the guidance of the Hon'ble CM Shri Pema Khandu in the past 6 years. From constructing Tezu airport to Itanagar greenfield airport, aviation infrastructure development is in full swing in the state. On 09.02.2018, the AAI completed development work for ATR-72-500 type aircraft operations and received a DGCA licence for operation with the renovated old terminal building. And also, the Government of India approved the construction of a new (Greenfield) Airport at 'Hollongi' in January 2019, to be constructed and operated by the Airports Authority of India (AAI). The construction of the 2300 metre runway airport is currently underway and is scheduled to be completed on August 15, 2022. Recently, the AAI successfully tested its first test landing at Greenfield Airport.

Encouraging Sportsmanship

Encouraging the athletes of the state, the Govt under Hon'ble CM has announced cash incentive awards to those sportspersons who bring laurels to the state on every Sports Day i.e, on August 29. A National Centre of Excellence has also been set up at Sangay Lhaden Sports Academy by the Sports Authority of India. The Academy has also been selected as a State Level Khelo India Centre for Archery, Judo, and Weightlifting.

Boosting Infrastructure

The Govt of Arunachal Pradesh has done several infrastructural developments works under the leadership of HCM Shri Pema Khandu Ji. Some of the major leaps are:

Construction of 7 highway projects of length 386.38.

Construction of the Law College at Jote, Itanagar.

Construction of a well-equipped 50-bed hospital at Yingkiong, Upper Siang.

Construction of Arunachal Pradesh State University at Pasighat.

Construction of a Mini Secretariat building at Naharlagun.

Boosting Tourism

Arunachal Pradesh is blessed with mesmerizing green lush mountains and serene river streams. To enhance and promote tourism in the state, the government of Arunachal Pradesh, under the leadership of Hon’ble Chief Minister Shri Pema Khandu ji, has launched several key initiatives.

Chief Minister Paryatan Shiksha Yojana

Under this scheme, the students from the state are sponsored by the GoAP to study B.Sc in Hotel Administration & Catering and Diploma Courses related to Tourism & Hospitality so that they can pick up a line in the related jobs or become entrepreneurs.

The CMPVY subsidy to beneficiaries for homestays, opening restaurants, food joints, bakeries, and purchasing of Adventure equipment.

The Government of Arunachal Pradesh also give financial assistance to tourism stakeholders like Tour Operators, Homestay owners, restaurant owners, guides, and drivers.

Arunachal Pradesh Entrepreneurship Development Programme

Launched by the Hon’ble Chief Minister Shri Pema Khandu ji, the APEDP is the mega state-owned initiative for developing a robust entrepreneurial ecosystem in the state and unveiled the Arunachal Pradesh Entrepreneurship Challenge as its first part. The major goal of the programme is to inspire the state’s youths to become job givers rather than job seekers, who will, in the process, create livelihood opportunities for thousands of others in the state. Till now, 31 start-ups have been selected for incubation and pre-incubation training.

The Government of India launched the Ease of Doing Business Act, 2021, which aims at making it easier to do business. The programme represents a great deal of effort to create a more business-friendly environment. Now 6 districts in the state are using the single window clearance system and 61 services have been made online with the issuing of 58 new trade licences under the EoDB single window.

The policy is launched with the aim to develop a vibrant entrepreneurial ecosystem in the State and facilitate investors with comprehensive support.

Indigenous Affairs

Arunachal Pradesh is a treasure trove of deep-rooted cultural heritage that belongs to the 26 major tribes and several other sub-tribes of the region. Under the direction of HCM Shri Pema Khandu ji, the Department of Indigenous Affairs launched several initiatives to preserve their tradition and culture. Some of the initiatives are:

1.    Establishing a building at Chimpu, Itanagar for the Permanent Director office of Indigenous Affairs and Conventional Hall.

2.   Documentation of Tangible and Intangible Heritage culture of 5 tribes in BE-2019-20 and 14 tribes in BE-2021-22.

3.   Printing books/souvenirs on folktales, and folklores in the indigenous languages of different tribes.

4.   Grant of 1 crore for Celebration of Indigenous Faith Day every year as a calendar event.

5.   Provided grant-in-aid to Gurukul School (Nyubu Nyvgam Yerko) at Rang Village in East Kameng District.

 

Science and Technology

In a major boost to the Science and Technology of the state, the government of Arunachal Pradesh has Established a Centre for Bio-resources and Sustainable Development as a Centre for Excellence for an amount of 4971.01 lakhs, State-of-the-Art Orchidarium at Kimin for conservation and multiplication of priority orchid species and Satellite units in selected villages to promote orchid based entrepreneurship in rural areas.

Heritages Cultures

Preserving the culture, traditions, music, craft, and language, several initiatives are being taken by the government of Arunachal Pradesh to scale up infrastructure for the development of art and culture. The Indigenous Heritage Centres in Bomdila, Itanagar, Pasighat, and Khonsa are fully constructed. Adding to these, the Indigenous Heritage Centre in Tezu and the Heritage Centre at Mopin Solung Ground in Itanagar are on the verge of completion.

Horticulture

In order to enhance the horticulture sector of the state, the government of Arunachal Pradesh has taken an innovative initiative under the guidance of Hon’ble Chief Minister Shri Pema Khandu. Under Chief Minister Sashakt Kisan Yojana, 872 farm families benefited through an alternative livelihood programme, and 5,875 farmers benefited through a beneficiary-oriented programme of area expansion for major horticulture crops across the state.

Public Libraries

Libraries build literate, productive, and engaged communities in the region. In order to inculcate reading habits to improve education in the state, Pema Sarkar has established several public libraries:

  1. A double-storied model library building at Naharlagun.
  1. Six circle libraries are built in Deomali, Pongchau, Wakka, Laju, Mahadevpur, and Khimiyang.
  1. Two block libraries in Kanubari & Hanoko
  1. Two sub-divisional libraries in Dambuk and Bilat

And several other libraries in many schools throughout the state.

Sarkar Apke Dwar

Sarkar Apke Dwar, translating to government at your door is a mass campaign launched by the government of Arunachal Pradesh, under the leadership of Hon'ble CM Pema Khandu to enable citizens of the state to avail of various government-mandated services and beneficiaries from grassroots levels, headed by the Deputy Commissioners of the respective districts. Under the program, various camp by the district administration is set up such as awareness camp on the State and Central flagship schemes, free medical and veterinary camp, and services camp by the several administrative departments where the citizens can avail the of services related to Aadhaar, ST, PRC, Driving License, enrollment to the schemes, etc.

 Enhancing the governance capability of Panchayats

Chaired by the Hon'ble CM Pema Khandu, the Arunachal Assembly passed the Arunachal Pradesh Panchayat Raj (Amendment) Bill, 2018 featuring:

●     Introduction of two-tier Panchayati raj system ending the intermediate Anchal Samity level

●   A two-tier system will standardize the use of financial resources and will enable faster execution of plans and policies

●    Reduction in expenses for conducting polls and functional costs on Anchal Samities

 

To persevere the aim of 'Atma Nirbhar' (self-reliant), Hon'ble CM Pema Khandu formally launched the devolution of powers to the panchayat bodies for 29 subjects on 8 Oct 2021 by adopting the Sustainable, Participative, Inclusive, Comprehensive & Empowerment (SPICE) model to make the PRIs self-governing entities.

Under Panchayat power devolution:

●      A separate Zilla Parishad fund

●      10% of SoR to be devolved to PRIs in addition to FFC grants

●      Fund devolution will be in criteria of population and area based on the ratio of 50:50

●      70% basic grants distribution, while 30 % performance grants

 

Atma Nirbhar Krishi Yojana

Hon'ble Chief Minister Shri Pema Khandu launched the credit-linked Atma Nirbhar Krishi Yojana under the agriculture sector as a part of self-reliance programs to uplift the farmers and women Self Help Groups (SHGs) of the state.

Under this, various programs such as Expo-cum-Kisan Mela, orientation cum training programs, etc. were organized across the state to raise awareness and promote local products, as well as the sanction letters of credit-linked loans and distribution of several farming equipments such as tractors, power-tillers, etc., were provided to the beneficiary farmers and SHGs.
