Arunachal Budget 2023: focusing on 6 main developmental areas

The government of Arunachal Pradesh has been actively working towards faster progress and better development of the state and its people, and their efforts have continued to yield successes in a variety of fields. The state has just released its budget for the fiscal year 2023-24. This time, the state government is focusing on six pillars to augment the qualities of good governance and bring advancement to the region. The following are the key areas of focus proposed in the Arunachal Budget 2023 that will be covered and addressed this year.

Climate Protection and Climate Resilience

 

To cater for environment protection and nature conservation, the Government of Arunachal Pradesh in its Budget 2023, has proposed the upgradation of a Biological Park in Itanagar for ₹ 5 Cr, Mini Zoos at Roing and Miao under ₹ 2 Cr, upgradation of Namdapha Butterfly Festival for ₹ 25 Lakhs, the Elephant Rescue and Rehabilitation Centre at Namsai FD for ₹ 5 Cr, the Forest Museum and Martyr's Memorial for ₹ 2 Cr, the Paryavaran Bhavan (Green building), Itanagar for ₹ 4 Cr. The budget also states the strengthening of the GIS Lab for e-monitoring of Forest cover and plantations for ₹ 1.5 Cr as well as the Van Vigyan Kendra Chessa for ₹ 2 Cr. Arunachal will also focus on the ongoing activities focussing on bamboo sectors for ₹ 7 Cr budget and ₹ 1.5 Cr has been proposed for the Northeast Green Summit at Itanagar including Research & Publication on Pakke Declaration strategies as well as the establishment of an Ayurvedic park at Tawang has been proposed for ₹ 1 Cr as well as the creation of a Medicinal Plantation (GINSENG) for 25 Lakhs, Children Park at Deomali for ₹ 25 Lakhs, Four Ecotourism Projects for ₹ 4 Cr and the Red Panda Habitat Conservation and Improvement in 3 Districts at ₹3 Cr. The state forests will soon have drone technology services for which ₹50 Lakhs has been proposed for the application of Drone Technology in Forestry.

 

  1. Atmanirbhar Arunachal Pradesh

 

To make Arunachal Pradesh self-reliant and sufficient, it has been proposed in the State Budget 2023 that the five key Atma Nirbhar Arunachal components be improved for a total of Rs. 375 crores. As follows:

-       Rs 125 Cr for the Atmanirbhar Krishi Yojana, which would use financial linkage to make the agricultural sector self-sufficient.

-       125 crore rupees for the Atma Nirbhar Bagwani Yojana to use financial linkage to make the horticultural sector self-sufficient.

-       Atmanirbhar Pashupalan Yojana: Rs 30 Cr to achieve self-sufficiency in the animal and husbandry sector.

-       Atmanirbhar Matsyapalan Yojana: To make the fishing industry self-sufficient. 20 crore rupees.

-       Rs. 3 crore for Atmanirbhar Bharat (Vocal For Local), for seed money to buy local textile and handicraft products from various artisans, Self Help Groups, Non-Governmental Organisations, and Entrepreneurs.

 

And for the well-being and progress of the local youth aspirations, Rs. 10 Cr has been proposed for promoting tourism entrepreneurship through Chief Minister’s Paryatan Vikas Yojana (CMPVY), Rs. 10 Cr for providing high-end skill development training through Chief Minister’s Yuva Kaushal Yojana (CMYKY), Rs. 3 Cr for showcasing youth potential in performing arts, workshops, sports, etc. through Arunachal Yuva Samanvay, Rs. 150 Cr for Deen Dayal Upadhyaya Swavalamban Yojana (DDUSY). Also, to cater for the livelihood of the people, the budget will focus on Mission Youth which caters to providing appropriate avenues of employment to youths through Mega job fairs (for which 25 lakhs has been proposed), Arun Shilp Kendras (for 2 Cr) and specialised skill development programmes and Chief Minister Credit Link Subsidy Scheme: Earmarked for

homestays, adventure tourism activities, and skill development for youth in the tourism sector.

 

  1. Synergy & Convergence

Envisaging the mission Atmanirbhar Bharat, the govt has proposed several infrastructure and connectivity projects in its 2023 Budget such as Roads & Development projects for Rs. 150 Cr, Advanced Landing Grounds of Walong, Tuting, Daporijo, and Watch Towers (Naharlagun Helipad) at Rs. 2.7 Cr, Phase 2 of Road improvement under CM Comprehensive State Road Development (CMCSRDP) Programme for Rs. 62 Cr, Capital Complex certification, road & drainage enhancement for Rs. 25 Cr, maintenance of PMGSY road for Rs. 80 Cr,  cable suspension structured bridge over Noa-Dihing river for 5 Cr, PM Gati Shakti-Double lane road for airport connectivity and cumulative allocation under CMCSRDP for Rs. 200 Cr, as well as strengthening of power distribution infrastructure in Itanagar Capital

Complex under 20 Cr.

 

Water resources is another focus of the budget which states the proposal of water for all under Rs 68 Cr and extension of water supply to schools, Anganwadis & PCs under 30 Cr. Also, focusing on waste management, Municipal Solid Waste Management in 31 Urban towns including payment of wages of the existing workforce employed has been proposed for 30 Cr as well as 10 Cr for Grants-In-Aid to Itanagar MC and Pasighat MC for Solid Waste Management (SWM). In line with the focus on Synergy & Convergence, the budget proposed sector-wise re-modelling of existing govt. quarters into a multistorey residential block (PH-I) for 15 Cr and establishment of C/o Convention Centre at Hollongi under 5 Cr budget.

 

The state also proposed several upcoming projects under the Budget:

-       Support for VDVKs/ SHGs/PLFs/CLFs under ArSLM - 20 Cr.

-       Industrial Policy 2020 Implementation and Monitoring - 1 Cr.

-       Online Pension Management System- 1 Cr.

-       State Remote Sensing Application Centre - (SRSAC) – 5 Cr.

-       Drones for social impact for 7 departments - 50 lakh each.

-       Drone Ports in 5 river basins – 1. 5 Cr.

-       Natural resources Inventory for Micro Level Agriculture Planning of 5 selected districts - Rs. 5 Cr.

-       Pilot project for the automated issue of commonly used services and certificates - 1 Cr.

-       E-Vigilance portal - 50 lakh.

 

 

  1. Government Reforms and Prudent Financial Management

 

For infrastructure development such as buildings and offices, the budget has been proposed for new District HQs under Rs. 50 Cr, 3 Divisional HQs for Rs. 10 Cr, completion of High Court Building under Rs. 50 Cr and construction of new judicial infrastructure at Rs. 10 Cr. And to augment Arunachal Pradesh Police and Surveillance, Rs. 25 Cr has been proposed under Special Package 2021-22,

Rs. 40 Cr for C/ o 1000-capacity Central Jail in Papum Pare, Rs. 30 Cr for C/ o Police Station Building at 14 locations in 10 districts and Rs 10Cr for PTC Banderdewa. Also, the proposed Rs. 1 Cr for Drones Crowd Monitoring & Surveillance Crime Scenes, Live events, and Video Live streaming to PHQ. And for the local citizens and their welfare, several agendas have been started such as specialised training for State Govt Officers under Rs. 5 Cr, upgradation of the Administrative Training Institute (completion of ongoing works) for 10 Cr. And for carrying out Seva Apke Dwar, Pakke Declaration Cell and Achievers Awards, 10 Cr, 1.5 Cr and 1 Cr have been proposed respectively.

 

Furthermore, numerous budget proposal on border and connectivity has been noted such as-

-       Repair & Renovation of FSBs in Border areas used by BGF for patrolling- 7.5 Cr.

-       Arunachal Uday – Reconstruction of dilapidated infrastructure - 300 Cr.

-       Vibrant Village Program (development of border villages) – 3 Cr.

-       Underground Surrender

Policy – 5 cr

 

 

  1. Investment in Health Sector

 

The budget proposed upgradation of Health Centres under 20 Cr, and upgrade BPGH, Pasighat to 300 Bedded Hospital for 20 Cr and TRIHMS, Naharlagun into 110 MBBS seats Medical College for 50 lakhs as well as 60 PHC/CHC into 'Golden Jubilee' PHC/CHCs and 40-bed District Hospital at Doimukh. For innovative initiatives such as the pilot project of Bike & Auto Ambulance in remote pockets, 1 Cr has been budgeted, 50 lakhs for establishment of Urology Centre at TRIHMS and for free Chemotherapy at TRIHMS, 6 Cr has been proposed.

 

The state has proposed additional 40 Cr for ongoing schemes and increased allocation of Rs. 20 Cr to tackle the drug menace under the Mukhya Mantri Nasha Mukti Yojana. Furthermore,  several schemes needs boosts to properly implement for which the proposed budget are:

-       Mukhya Mantri Mansik Swasthya Yojana -  3 Cr.

-       Mukhya Mantri Rogi Kalyan Kosh -  10 Cr.

-       Renal Care Fund -  4 Cr

-       Grants-in-aid to Asha Workers (as a Top up to the NHM Incentives)-  9 Cr.

-       Grants-in-Aid for TRIHMS -  50 Cr.

-       Dulari Kanya Scheme (top-up) -  4 Cr.

-       Chief Minister Arogya Arunachal Yojana -  20 Cr

 

Also, several reformation projects has been projected in the budget as an investment to better the healthcare facilities and services, as highlighted:

-       Chief Minister of Health Emergency Life Protection Suvidha (CM-HELPS) for strengthening 5 zonal hospitals.

-       Neonatal ICUs and SNCUs -  2 Cr

-       Simulation Skill Labs -  50 lakhs

-       2 Patient Transport Ambulances for each district.

-       Operation & Maintenance of 45 ICUs, 29 PICUs, 40 HDUs, and 100 oxygen- supported beds.

-       Introducing DNB Courses at Tezu, Ziro , Aalo and Bakin Pertin General Hospital (BPGH) Pasighat -  1.5 Cr.

-       Software and O&M costs for Tele-Medicine and HMIS under the Emergency.

-       Atma Nirbhar Arunachal Oxygen Grid.

-       National Centre for Disease Control (NCDC) State Center at Hollongi.

-       Training of Health Professionals (In-service Doctors – Allopathy & Ayush, Nurses and Paramedics).

-       Solar rooftop under SuBaH initiative of Niti Ayog.

-       “Medicine from the Sky” - Drone delivery of medicines.

 

  1. Investment in Human Capital

 

This 6th pillar is an extensive and wide sector that intends to generate productivity and results through effective effort and initiatives. Therefore, to cater to the nutrition for children and empowerment of women in the state, the proposed budget states 60 Anganwadi Kendras to be upgraded to Golden Jubilee Model Anganwadi Kendras for 6 Cr, Rs 2.5 crore for the Phal se Poshan Yojana, 1 crore for a self-defence training programme for girls in grades 11 and 12 in government schools, 20 lakhs for recognising female achievers,  and Rs 1. 50 Cr for upgrading the Destitute Home-cum-Working Women Hostel in Chimpu (including LFY carry forward liabilities).

 

For improving educational infrastructure in the state, the government has proposed Rs 30 Cr for the construction and maintenance of the NCC Academy Complex as well as Rs 15 Cr for infrastructure Improvements for NCC Battalions. Along with this, Rs 5 Cr for infrastructure development of the Government Model Degree College in Piyong and Kanubari, Rs 10 Cr and  15 Cr for infrastructure development of Govt. Engineering College at Toru and Tezu respectively, Rs 29.3 Cr for Ramakrishna Mission School, Lumdung as well as Rs 25 Cr for Arunachal Pradesh University Infrastructure Development, Pasighat has been presented. The budget also proposes 6 Cr for GIA construction of new hostel building at RKM, Narottam Nagar, 60 Bachelor Barracks in a rural school for 9 Cr and Rs 8 Cr for c/o Girls Hostel at IGG College, Tezu and DPG College, Kamki. Also focusing on Grants-in-aid for:

-       c/o VKV in Dirang - 5 crore.

-        c/o a Non-Residential School Building RKM, Narottam Nagar - 7 Cr.

-        c/o Golden Jubilee Convention Hall at RKM Narottam Nagar - 5 Cr.

-       Arunachal University at Pasighat (including carry forward liabilities).

 

The budget also emphasises on students' performances and excellence for which, the state proposed Rs 2 Cr for Golden Jubilee Meritorious Student Award; Rs 20 Cr for providing student uniform and Rs 1. 5 Cr for providing laptops for district toppers of Class X and XII. Proposed budget for schemes and initiatives catering to student's well being and progress:

-       Mukhya Mantri Shiksha Kosh - 7 Cr.

-       Chief Minister's Paryatan Shiksha. Yojana (CMPSY - I & II) - Rs. 1 Cr.

-       Upgrading 125 government upper primary schools under the BaLA (Building as Learning Aids) Scheme - Rs 5 Cr.

-       Drug abuse awareness and training for stakeholder departments in collaboration with the National Institute of Social Defence - 50 lakhs.

-       ICT & Digital Initiatives (Under Mission Shiksha) - 1 Cr.

-       Vivekananda Kendra Vidyalayas Arunachal Pradesh Trust - 2 Cr.

 

Catering to infrastructure development of a lesser explored sports sector, the state government proposes establishing a permanent location for the State Sports Academy in the Miao TCL (region Phase I) under 10 Cr, while presenting Rs 5 Cr for D.K. Badminton Academy, Chimpu in the budget; Rs 4 Cr for Sansad Khel Spardha; Rs 20 Cr for Outdoor Sports Stadium in Seppa, East Kameng District, along with Rs 2 Cr for conducting Car Rally (National Event), Rs 3 Cr for participation in national and international events, 1 Cr for the promotion of Paralympic sports in the state,  Rs 3 Cr for International and national coach deployment and grants-in-aid for Arunachal Pradesh Eco-Adventure Sport & Youth Development Society -under 2 Cr. Also, Rs 5 Cr for Mission Football Initiative and 5 Cr rupees for the Chief Minister's Meritorious Sports Person Scholarship, and Rs 150 Cr for CM's Social Security Scheme (including LFY carry forward).

 

In addition, the state budget also includes proposals to preserve culture and protect identities of the indigenous communities, highlighted as follows:

 

-       Preservation of Local Festivals  - 5 Cr.

-       Honorarium for the registered indigenous priest - 8 Cr.

-       Setting up an Institute of Performing Arts - 2 Cr.

-       Annual Grant-in-aid to RIWATCH - 2 Cr.

-       Folk Music and Dance Festival of Arunachal Pradesh – 1 Cr.

-       C/o of Indigenous Prayer Centres – 10 Cr.

-       C/o Arun Rang Manch (Auditorium cum Theater), Itanagar - 10 Cr.

-       C/o Narottam Heritage and Cultural Centre at Borduria, Tirap District - 2 Cr.

-       C/o 1962 War Memorial & Park at Neelam Village under Deed Circle – 5 Cr.

-       Strengthening PRIs through SPICE (Sustainable, Participatory, Inclusive, Comprehensive and Empowerment) - 143.11 Cr.

-       Increase in honorarium of Gaon Buras & Gaon Burhis from 2000 to 2500 / month.

-       State Memorials for Unsung Heroes @ 13 locations - 7.8 Cr

-       Support to Indigenous Gurukuls - 5 Cr

-       Bhismaknagar Festival - 1 Cr • Arunachal Pradesh Rang Mahotsav: Theater festival in three cities (Mumbai, Kolkata and Delhi) and within the State - 4 Cr
