The digital transformation of Arunachal Pradesh: Upcoming projects

Arunachal Pradesh is a spectacular region that is cradled by the tall Himalayan mountains, cuddled by the mighty Brahmaputra river, and embellished by its biodiversity. It was one of the Northeastern territories that was almost completely ignored and dismissed in terms of development and exposure just a few years ago. Yet recently, the state has made quick strides in a number of areas, including infrastructure, education, sports, agriculture, and tourism. With the government's and the public's active and diligent contributions, the state has demonstrated rapid development in every area of development.

 

In recent years, the digital revolution, which has been observed favourably accelerating in the state, is one sector that has demonstrated great growth and development and has the ability to deliver opportunity to the state and its residents. In line with a larger goal of creating a digital India, various programmes are concentrating on developing a digital Arunachal Pradesh. Some have already been put into practice, while others have not. The upcoming digital efforts in the state of Arunachal Pradesh are highlighted in the following.

 

●      e-Pragati

 

It is an online monitoring and assessment system that incorporates overseeing the monthly review meeting presided over by the Honourable Chief Minister of Arunachal Pradesh to assess different major projects and programmes of regional and international significance. The project is ready to be launched soon under the Department of Planning, Government of Arunachal Pradesh.

 

Status: Ready to Launch

 

The security audit has been completed as of January 16th, and the e-Pragati has been updated to include CSS Tracker, UAT, and departmental input. The private IP address, hosting server, backup configuration, public IP address, and firewall settings have all been acquired by NIC as of January 25, 2023, and the domain name registration was successfully completed by IT/NIC on February 6, 2023. The e-Pragati Application Portal, including the CSS Tracker, was scheduled to go live on January 27th, 2023, whereas the e-Pragati Portal is active and available for use.

The development of mobile applications has been completed, and the launch of Mobile Applications and APK Generation's Google Play Store is currently in progress.

 

●      e-Learning (for schools)

 

e-Learning, often known as electronic learning, is the transmission of education and training through digital resources and electronic devices like computers, tablets, mobile phones etc. that are connected to the internet.

 

Brief Overview:

 

This project will be covered under the Department of Education, Government of Arunachal Pradesh. The Chief Secretary has given the Commissioner of Education instructions to effectively install the e-learning studios in schools and that the learning-related content should be simplified and available in regional dialects.

 

Current status: Ongoing

 

For the development of e-content, NIQ has announced that it is seeking quotes from media production companies. NCERT in New Delhi has identified and trained the State Resource Group for the production of e-Content. The construction of e-Content for the video was covered in the training provided to SRGs of Higher Secondary level physics and chemistry, and the Secondary level training was held from September 12–15, 2022. By incorporating the Studio of Secondary School Complex, SCERT, Itanagar has created about 40 nos. of e-contents in each of the eight tribal languages, Tangsa, Tagin, Nyishi, Galo, Wancho, Kaman, Idu, and Taraon, at a rate of 5 per language.

Digital Library (for Govt. Colleges)

 

The 24-hour availability of eBooks, audiobooks, and other enlightenment is made possible by digital libraries. The Digital Library will include an ocean of knowledge from across the globe, from past to present, from fiction to real events in one outlet system. The library's digital assets are available for readers to access and read anytime, anywhere, on their preferred devices.

 

Current Status: In progress

 

The eLibrary project was authorised by the Ld. Chief Secretary at a meeting held on November 18th, 2022, and it is currently being submitted to Planning for budgetary allocations.

 

The Department of Education (Higher & Technical Education) is considering the proposal to establish three digital libraries in three government colleges, namely DeraNatung College in Itanagar, Jawaharlal Nehru College in Pasighat, and Indra Gandhi Government College in Tezu. Three digital libraries at the proposed three government colleges will each receive Rs. 1.55 crore in funding for the implementation of the said project.

 

The Department is awaiting approval, after which a tender will be announced, and the work will be completed by the end of the current financial year.

 

●      E-HRMs

 

e-HRMs is an online human resources management system being implemented for the convenience of state government employees. e-HRMs software will assist in managing the current workforce, including payroll, recruitment, benefits, training, talent management, employee engagement, attendance etc.

 

Brief Overview:

 

For this project, the 5th empowered committee meeting was held, in which, according to a directive from the Chief Secretary of Information and Technology, Government of Arunachal Pradesh, the responsible department head and concerned cadre governing authority are in charge of digitization and data entry for e-HRMs. Only training and project execution monitoring will fall within the purview of the IT Department. Additionally, the Chief Secretary instructed the Principal Secretary of Fisheries and Chairman of the IT Task Force to meet with the Head of the Departments (HoD) and requested SSIT to conduct a biweekly review of the eHRMS's progress with the nodal officers of the relevant departments. To guarantee the service book is digitalized on schedule, the secretary of IT&C will give all departments specific instructions and set a deadline for doing so. The document scanning and data entry will be done simultaneously by the appropriate departmental data entry operators.

 

Current status: Ongoing

 

Following the order, under the direction of the Principal Secretary of Fisheries/Chairman, IT Task Force, a meeting with all Nodal Officers and HoDs was held to discuss the progress and issues and to inform them about the scanning and digitization of their respective data. Also, in order to push the project forward, SSIT communicated with each and every department's Nodal Officer as instructed. Also, a temporary method for the upload of digital data from 2 Departments has been enabled during the trial phase of the server migration and a circular outlining the schedule for finalising data entry and digitization for all departments is currently undergoing preparation.
