Early Life and Birth

Singh was born on 1 March 1963 in Imphal, Manipur. Raised in the heart of the
Imphal Valley, he grew up amidst Manipur’s complex social fabric, which played
a formative role in shaping his understanding of governance, coexistence, and
public responsibility. He belongs to the Meitei community, the majority ethnic
group of the valley region.
Family Background
He
is the son of late YumnamKalachand Singh. Khemchand Singh has largely kept his
personal and family life away from public attention, reflecting a conscious
separation between public duty and private space. Those close to him describe
him as deeply rooted in family values and community ethics.
Education and Early Interests
Khemchand
Singh completed his High School Leaving Certificate (HSLC) from Ram Lal Paul
High School, Manipur, in 1978. Beyond academics, he developed a strong
inclination towards discipline and physical training. Notably, he is a renowned
practitioner of traditional Taekwondo and is recognised as the first Indian to
be awarded the 5th Dan Black Belt in traditional Taekwondo by the Global
Traditional Taekwondo Federation (GTTF), Seoul—a rare achievement that reflects
his lifelong commitment to discipline and perseverance.
Political Career
A
seasoned legislator, Khemchand Singh has been elected multiple times as a
Member of the Manipur Legislative Assembly (MLA) from the Singjamei Assembly
Constituency in Imphal West district. His repeated electoral success
underscores sustained public trust in his leadership.
He
has held several key constitutional and executive positions, most notably:
● Speaker, Manipur Legislative
Assembly (2017–2022), where he presided over the House during a crucial phase
of the state’s political journey.
● Cabinet Minister in the BJP-led
Manipur Government, handling important portfolios such as Municipal
Administration & Housing Development, Education, Rural Development, and
Panchayati Raj at different points.
Political Alliance and Ideology
Khemchand
Singh is a senior leader of the Bharatiya Janata Party (BJP) in Manipur. Within
the party, he is regarded as an organisationally strong and consensus-oriented
leader. His politics has largely focused on urban governance, institutional
stability, and dialogue-driven solutions, especially during periods of social
and political strain in the state.

respected across party lines, YumnamKhemchand Singh is seen as a disciplined,
