The Arunachal Pradesh Budget 2025-26, presented by Deputy Chief Minister and Finance Minister Chowna Mein, is a progressive and forward-thinking financial roadmap that prioritizes human capital, infrastructure, and economic growth. With an allocation of ₹39,842.23 crore - an 11.16% increase over the previous year -the budget reflects the government’s resolute commitment to inclusive development and long-term sustainability.

A Strong Focus on Human Capital Development

One of the most remarkable highlights of this budget is the declaration of 2025-26 as the "Year of Human Capital". This forward-looking initiative underscores the government’s commitment to nurturing a skilled workforce, fostering innovation, and promoting entrepreneurship. Investments in education (₹3,000 crore), skill development (₹106 crore), and youth empowerment (₹120 crore) demonstrate a clear intent to equip Arunachal’s youth with the necessary skills and opportunities to thrive in a competitive world.

Moreover, the allocation of ₹392 crore for Women and Child Development reaffirms the state’s dedication to gender empowerment and child welfare, ensuring holistic growth for all sections of society.

Robust Infrastructure Expansion to Drive Growth

The Arunachal government has laid a strong foundation for infrastructure development, recognizing its role as a catalyst for economic progress. The Chief Minister’s Comprehensive State Rural Road Development Programme, with an initial ₹500 crore allocation (₹2,000 crore over four years), is a game-changer for rural connectivity and accessibility. Improved roads will bridge the urban-rural divide, boost local businesses, and enhance overall mobility in the state.

With ₹108 crore dedicated to tourism, Arunachal Pradesh is set to capitalize on its rich natural and cultural heritage. Strengthening tourism infrastructure will attract more visitors, generate employment, and boost the local economy. Additionally, ₹60 crore allocated to Indigenous Affairs will help preserve and promote the state’s diverse tribal cultures, ensuring their traditions continue to flourish in a modernizing world.

Economic Growth and Fiscal Prudence

The budget is financially sound, balancing growth ambitions with fiscal responsibility. The estimated fiscal deficit of ₹966.65 crore (2.02% of GSDP) remains well within the Arunachal Pradesh Fiscal Responsibility and Budget Management (FRBM) Act, 2006 guidelines.

Revenue projections are promising:

₹24,992.35 crore from the state’s share of central taxes (a 16.61% increase).
₹4,607.72 crore from state tax and non-tax revenue (a 15% rise).

These figures indicate a growing and resilient economy, with enhanced financial resources to sustain developmental initiatives.

Commitment to Social Security and Welfare

The Arunachal government continues to prioritize the well-being of its citizens through substantial allocations:

₹100 crore for the Chief Minister’s Social Security Scheme to support vulnerable sections.
₹462 crore for Mission Antyodaya, which aims to uplift the most deprived communities.
₹369 crore for healthcare, ensuring access to quality medical services across the state.

These measures reinforce Arunachal’s vision of an inclusive, equitable society where no one is left behind.
